Team reviewing a company’s EPR scope for the Belgian market

Built for non-resident businesses placing packaged products on the Belgian market.

amazon shopify ebay Etsy PrestaShop

2 schemes

Household packaging and industrial packaging are separate approved schemes. The split follows who receives the packaging, not the material.

300 kg

Below 300 kg of packaging a year there is no obligation to join a scheme. The information obligation is unaffected.

28 Feb

The member declaration is due each 28 February for packaging placed on the Belgian market in the previous calendar year.

3 streams

Packaging, electrical equipment and batteries keep separate schemes, classifications and evidence.

Belgian route check

Establishment, channel and customer change the answer.

The scope check separates marketplace, own-shop, end-user and Belgian reseller routes before drawing a conclusion.

Run the scope check

Third-party marketplace

The platform technique does not decide Article 45(3). Review the Fost Plus route and whether a producer in another EU Member State first makes products available in Belgium directly to the end user.

Two controls

EU · direct end user

Article 45(3) covers producer profiles 3(15)(c) and (d) when a producer established in another EU Member State first makes products available in Belgium directly to the end user; distance contracts are included, not the only route.

Representative review

Third country · direct end user

Current Fost Plus guidance and PPWR must be separated; any Belgian PPWR national choice requires primary evidence.

Human review

Belgian reseller/importer

Distinguish this route from direct making available to an end user. The Belgian importer normally handles packaging contribution when it imports for resale, subject to the contracts and flow.

Contract check

Mixed channels

Each sales route is mapped separately before an application, mandate or filing decision.

Costs separated by nature

Private fees on one side. Fost Plus and third-party costs on the other.

Indicative references: Standard €474/year plus €150 setup, and eligible Amazon Starter from €399 in year one. These are not an offer and exclude packaging contribution, taxes, guarantees and other third-party costs.

What is never left implicit

  • The client remains the scheme member and packaging contribution debtor and pays Fost Plus directly.
  • The environmental-labelling audit is active but quoted manually.
  • WEEE and battery work is information and manual quote only.
  • No Fost Plus, register or marketplace outcome or timing is guaranteed.
Institutional context

Official evidence comes from the body that issues it.

Membership, registers, declarations and marketplace decisions are separate. Always match the document to the entity, product stream and sales route.

Packaging consortium

Fost Plus

Publishes membership, declaration and Environmental Contribution guidance. scheme membership is separate from the future PPWR packaging register.

National ministry

the regulator

Publishes Belgium’s environmental framework and official packaging-labelling guidelines.

National register portal

the producer register

Currently exposes the AEE, batteries and tyre registers. It does not yet expose an operational PPWR packaging register.

PPWR framework

European Union

Regulation (EU) 2025/40 has applied since 12 August 2026. Implementing measures and national procedures continue to develop.

eprbelgium.com is an independent private service and is not affiliated with or endorsed by Fost Plus, the regulator, the producer register, Amazon or Valipac. Each organisation controls its own decisions and evidence.
